Updated testI18nFormatUsingSystemLocale() to use 'ar-u-nu-arab' locale. This ensures Arabic-Indic digits (٠١٢٣٤٥٦٧٨٩) are output correctly for the Arabic locale, making the test pass consistently across environments.
