Description

When I'm logged in as admin, Under 'Themes', I have option to set theme, but it only shows 3 themes (Nord, Catppuccin, Solarized), although user have option to choose between 7 themes. For example: Roundcube Elastic theme is missing from selection.

Steps to Reproduce

• Go to admin panel
• Go to Themes
• Select Default Theme

Expected Behavior

It should contain all themes that are available by default

Actual Behavior

it is showing only 3 themes.
