Description

The "Plain Text Only" toggle ("Disable the rich text editor and send all emails as plain text only, including replies and forwards") currently lives under Mail → Reading. It controls composer behaviour and the send path, not how mail is read, so it probably belongs under Mail → Composing.

Steps to Reproduce

1. Open Settings → Mail → Reading.
2. Observe the "Plain Text Only" toggle ("Disable the rich text editor and send all emails as plain text only, including replies and forwards").

Expected Behavior

The setting appears under Mail → Composing.

Actual Behavior

The setting appears under Mail → Reading.
