Updates to the R script so it works correctly with the v20180215a release from yesterday.

All data through 2013 along with some 2014 and 2015. Fixes to partitioning (Rh_annual, Ra_annual) in some previous records (studies 2037, 5545, 5727, 6010, 6219). Study_midyear field changed so that X.5 is consistently middle of year X. Latitude and Longitude fields may now be either decimal or d-m-s format. Thanks to Mercedes Horn.

This intermediate release includes about half of 2013 publications. More importantly, many corrections made to site names (now being careful to export using UTF-8 to preserve characters), country names, and lon/lat values.

This release is identical (except for the README file, which has been converted into github's README.md) to the last release on Google Code at https://code.google.com/p/srdb/. The older releases from 2010-2012 will continue to be available on Google Code, but no further updates will be posted there.
