Describe the bug

When the screen is small, the bulk of the navbar collapses and we show a hamburger menu, but that actually opens the table of contents, not the disappeared navbar contents. So in screen of a certain size you can't get to the bulk of the navbar.

We should rework this to be more consistent. Probably emulate what vite is doing and have a bar below the navbar that handles the contents and on this page toggles and use the hamburger menu on the navbar to toggle the collapsed portion of the navbar.
