Add a way for administrators to define default library access for newly created users.
There are already default permissions that can be set to users created via OIDC, but no default library access.
What problem does it solve?
Right now, newly self-registered users start with no library access. This is safe, but it creates manual admin work for giving access to libraries.
This also makes OIDC auto-provisioning less useful, because users can authenticate successfully but still land in an empty app until an admin grants access manually.
