Setting environment to an empty string when signing is false causes the job to fail before any steps run. Use 'signing' unconditionally — the environment just gates secret access, which is harmless when not signing. Restore environment: signing to test-windows-signing.yml as well. When inputs.signing is false (e.g. canary and pr-comment-bundle callers), the job no longer sets environment: signing.
