Describe the bug
When choosing a provider for voice dictation (#3079), OpenAI Whisper is selected by default. However, if you select ElevenLabs and then try to select OpenAI Whisper again, the option is greyed out and cannot be selected.

To Reproduce

1. Go to 'Advanced Settings'
2. Scroll down to 'Voice Dictation'
3. Toggle 'Enable Voice Dictation' ON
4. Open the 'Dictation Provider' dropdown menu, select 'ElevenLabs'.
5. Open the 'Dictation Provider' dropdown menu again. 'OpenAI Whisper' cannot be selected.

Expected behavior
A user can select between ElevenLabs and OpenAI Whisper and select either one for voice dictation.
