This seems to be a reoccurrence of issue #1451.
I am unable to add account permissions by public keys in either standalone UI version 191120 or in the current version hosted at develop.bitshares.org.
The text box for "account name or key" seems to validate only for account names. In particular, it converts input to lowercase, destroying the encoding of PubKeys.
