Checked that indeed capnproto is a package since 7.8 capnproto-1.2.0.tgz
OpenBSD 7.7 is clang 16 and does not have capnproto as a package. So the bump to 7.8 seems logical

OpenBSD 7.8 ships LLVM/Clang 19.1.7, which satisfies the recently updated minimum requirement.
