This PR makes bevy's renderer compatible with upstream wgpu-rs .

Wait to merge this until wgpu-rs's next release.

Looks good to me. Thanks for doing this. I pushed one small change removing PipelineDescriptor::index_format. strip_index_format has replaced it. We now specialize on that.

wgpu 0.7 was just released! 🎉🎉🎉🎉
