  1. Set CMAKE_PROJECT_TOP_LEVEL_INCLUDES in base preset 

    Set  CMAKE_PROJECT_TOP_LEVEL_INCLUDES to our GitHub dependency provider as a
common default so that common out of the box workflows will contintue to work.
