- TensorFlow: waiting on a fix for TensorFlow is failing with Bazel@HEAD tensorflow/tensorflow#60508
- Cargo-Raze: broken by xcode 14.2, re-enable when we upgrade to Xcode 14.3, Cargo-Raze failing on macOS infra on both downstream & Bazel CI #1594
- Google logging: waiting on Fix targets for layering_check google/glog#916
- upb: upb is broken with Bazel@HEAD on Bazel CI protocolbuffers/protobuf#13737
