### What does this PR do? Update `.bazelversion` from 9.0.1 to 9.1.0 and regenerate `MODULE.bazel.lock` accordingly. ### Motivation The most impactful fix for our dev setup is bazelbuild/bazel#29195: the local and remote repo contents cache now includes the host OS and CPU architecture in the cache key. This bug was initially reported by us (@JSGette): bazel-contrib/rules_go#4581. Previously, sharing `--repository_cache` across platforms (e.g., macOS host + Linux container, Linux host + Windows VM) could cause a cached OS-specific repository to be served to another OS, producing cryptic errors at build time. ### Describe how you validated your changes - locally: built `//pkg/...` on both Linux and Windows (virtiofs mount) with no regressions, - CI.
