Provide way to suppress call stack in fail() output #16763

A FR was made to suppress the traceback in fail() from a macro or rule. The use case is when the rule author just wants to notify the end user of the reason for the failure, without bogging them down in implementation details of the rule itself.

See also #13275, which wants to do the converse of this FR: add a way to include a stack trace in print().
