The original contributor is @mostynb was inactive so I wanted to help out a bit here

@thesayyn you approved the original commit so I ask again for you review :)

This newer version of aspect_bazel_lib no longer uses local_config_platform,
which will not be available in bazel 9.x.

We also need to upgrade the container_structure_test module to 1.19.1 to
keep tests working.
