The
COPY_FILE_TO_BIN_TOOLCHAINSsimply references COPY_FILE_TOOLCHAINS. In2.xwe must reference the 2.xCOPY_FILE_TOOLCHAINSin this constant so we only directly expose theaspect_bazel_liblabels, even thought they are just aliases tobazel-lib.
