This PR adds a fix to the dependency updater go file in the case where there is a prefix tag but the most recent version for the prefix we are searching for isn't on the first page.
In the case of the ethereum-optimism/optimism repo there may be a dependency we want to update that is on the 3rd page.
This PR also update the op-node version to v1.13.4
