Since ts-node has not been updated for a while, in this PR we add a new tsx integration test. The tsx library is also recommended in the Node.js document.

This PR does not introduce support for.babelrc.ts and .babelrc.mts searching. I would like to keep .babelrc as-is since we have been promoting the top-level config file since Babel 7.

With the new Node.js support for TS it's dangerous, because you actually need to have .ts to import TS files.

Also, even if you are using the Babel plugin for the config, you should use the .ts extension to require .ts files and the .js extension to require .js files (otherwise there is no way to load .ts files).

~~Right. If node.js 24.3 moves the ts handling to the .js handler, we might have to do a version check instead, since the builtin support is not exposed via the require.extensions.~~

Migrated to the process.features.typescript check.

Also disabled the ts-node integration test because in Babel 8, we removed the fallbackToTranspiledModule flag in readConfig. However, when the `ts-node` is registered and then disabled, the `require.extensions[.mts]` hook is still alive, which complicated our ts-support detection
