Description of changes:
This change replaces all of the custom
probes.rsfor the send/recv stream states with generated events. I've also added tracking of duplicate stream transmissions to get an idea of spurious loss events to try and tune that over time.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
