This moves the OS X test to 3.5, as well as all tests with new numpy versions and the pep8 test. For now it keeps the sphinx build and the coverage tests on 2.7 (see #5135 and #4826). By defining an overall default python, it also sets us up nicely for the soon-to-be-released python 3.6.
