Fixes astral-sh/ty#1519, and gets rid of a false negative from the typing conformance suite

Typing conformance results improved 🎉

The percentage of diagnostics emitted that were expected errors increased from 70.24% to 70.27%. The percentage of expected errors that received a diagnostic increased from 60.04% to 60.13%.

[ty] Improve the check for NewTypes with generic bases (#22961)

In retrospect, the check I added in
#22653 was insufficiently
generalised. I've added a test case that fails on `main` but passes with
this PR.
