I do not think that we know that. Regardless, these are only used in mdtests, so I don't think there's any downside to switching to interned. |

Using tracked struct in cyclic queries is [broken in Salsa](#22537 (comment)). This PR updates `TrackedConstraintSet` to be interned instead. --------- Co-authored-by: Douglas Creager <[email protected]>

Using tracked struct in cyclic queries is broken in Salsa.
Given that these are only used in tests. Is there a significant downside if we use interned here? Or do we "somehow know" that we never call
newin a cyclic query? @dcreagerI'll rename the struct and update the comment if we decide to switch to interned structs
