Add webkit bug to filter css property
This change updates the spec URL for the "Offline web applications" feature. That entire section has now been removed from the HTML standard, so this change updates it to point to an older W3C copy.

Firefox for Android 79+ supports inputmode.

Firefox no longer supports menuitem by default

SXG was first supported in [Chromium M73](https://chromestatus.com/feature/5745285984681984), and Samsung 11 is the [first version running an equal or higher milestone](https://en.wikipedia.org/wiki/Samsung_Internet). I've also confirmed that SXG works on my Galaxy S9 on Samsung Internet (currently ver 14, but I tested earlier too).
