uWebSockets duplicate set-cookie responses #2709

Describe the bug
Server adapter duplicates set-cookie headers when using uWebsocket.
To Reproduce Steps to reproduce the behavior:
The backend only need set 2 or more cookies, if you set 2 cookies responses will have 4 cookies, if you set 3 cookies, response will have 9 cookies.
