Merge pull request #9033 from sbodagala/main.

Log FoundationDB version as part of "ProcessMetrics":
The goal is to make processes log the FoundationDB version more often.

Testing:
Simulation tests: 20221215-150606-sre-4335a248362ef91a (shows a failure in "SnapTestSimpleRestart-1.txt" test; I see this test failing intermittently in nightly clang runs, so I assume this failure was not caused by this change set).
