Feature or enhancement request details

If you're like me, you're tired of pushing your commits only to see things break when make fmt runs.

We should have a pre-commit hook that can check this and reject your push so you don't have to wait for a code owner to run a workflow.

This should be opt-in; you can choose to use it or not.

I think the main technical challenge here in the past is that swift-format lacked and decent dry-run capability that just told you which files needed formatting.
