Removes occurrences of apache/trafficcontrol in GHAs with whatever value is given by the GITHUB_REPOSITORY environment variable.

This looks fine and the assign-triage-role action still works. There's still a bunch of places in the workflows where the upstream GitHub org is hard-coded, but changing that can happen separately.

@ocket8888 #7818 broke the Trafficserver Alpine container workflow, fixed in #7994.
