This PR updates the jackson-databind and jackson-annotations Traffic Router dependencies to the latest version available as of this PR, 2.13.1. The versions of jackson-databind and jackson-annotations must be the same to avoid exceptions like FasterXML/jackson-annotations#119.

What is the best way to verify this PR?

Run the Traffic Router unit, integration, and external tests. This is a minor version update for both jackson-databind and jackson-annotations, and everything seems to continue to work as it used to.
