Postinstall can no longer be run twice #4984

Current behavior:
Running postinstall.pl twice causes failure.
Expected / new behavior:
Previously there hadn't been issues with running Postinstall twice
Minimal reproduction of the problem with instructions:
- Run Postinstall
- Run Postinstall again with the same input
Anything else:
ERROR: function on_update_current_timestamp_last_updated already exists with same argument types
Can't create database tables
Died at /opt/traffic_ops/install/lib/InstallUtils.pm line 62.
Database load_schema failed
