Let's Encrypt now supports wildcard certs (https://community.letsencrypt.org/t/acme-v2-and-wildcard-certificate-support-is-live/55579).

We should update traffic ops, traffic portal, and traffic router to add optional support for let's encrypt. This would include the ability to create and update certificates directly from Traffic Ops.
