add ai proxy plugin

supports configuring different providers and models

configuration is currently only supported via plugins, but will be extended to support configuration via selectors in the future

Users can access specified models through the gateway service

Make sure that:

• You have read the contribution guidelines.
• You submit test cases (unit or integration tests) that back your changes.
• Your local test passed ./mvnw clean install -Dmaven.javadoc.skip=true.
