Releasy: prominently propose RC + release email subject + body #3079

The workflow Release - 3 - Build and Publish Release Artifacts should provide a proposal for the RC email vote including all the necessary details. I think, this should happen in a final job in the final job, which depends on all Build ... jobs. So once all Build ... jobs have completed successfully, that last job runs and emits the release-vote email subject+body as GH job/step summaries.
Similarly for the Release - 4 - Publish Release After Vote Success workflow, the "released" email should be presented via a final job.
