Currently, a Broker can be marked healthy and serving queries for a table that may not be included in the ideal state. Such queries will therefore fail. This seems to happen in the case of a newly provisioned broker.

The fix should ensure all the tables in that tenant are showing up in the Broker ideal state (and hence external view as well).
