Allow users to list deleted files from storage services.

Problem and Solution

It is common practice for storage services to list deleted files, allowing users to recover them. However, we have not implemented this feature yet, which slightly limits the usefulness of our version support.

Additional Context

Public API changed, will need an RFC first before working on it.
