Add new service test for webdav: JFrog Artifactory as a WebDAV storage #4171
Description
As mentioned by @AJIOB in #4170, JFrog Artifactory support to be used as a webdav storage.
Maybe we can add a new service setup for it if possible to make opendal works stable on it.
