Michael Osipov opened MSITE-901 and commented

When site:jar is run or bound to a phase and a prior report to a earlier lifecycle binding has been generated, e.g., pmd:check, the output directory will be generated by PMD and site:jar Java code sees that the dir is there and will never generate the site. Thus, the JAR will be empty.
