Added an RFC9457Reporter for HttpTransporter

At the moment, I tried to keep the original exception messages if the error response is not an [RFC9457](https://www.rfc-editor.org/rfc/rfc9457) type. This did create a little more complexity in the implementation than is perhaps necessary.

If the exceptions to be thrown can be consisted throughout the transporters, then this PR could also be simplified considerably. At the moment, I have taken the stance not to make any potential breaking changes in messaging.

Fix for metadata type that contains `/` (slash), as right now the layout get messed up in such cases. Originally, the "type" was filename, and GAV are the coordinates, but with this simple change, we can (re)use Resolver to resolve files that are not in "addressable space", but still have all the benefit of caching/auth etc.Fix for metadata type that contains `/` (slash), as right now the layout get messed up in such cases. This is a backport for #1491

- downgrade to Guice 5.1.0 with classifier "classes"
- add enforcer with banned guice without classes classifier

- downgrade to plexus-util to 3.6.0
- drop dependencies on plexus-xml
- add enforcer with banned plexus-xml

Also the added UTs made no sense from retrospective, as they used HTTP remote repo with HTTPS proxy, something Maven would never do.

Rolls back #747 but leaves traces and some context.
