[INLONG-8065][Sort] Add StarRocks connector on Flink 1.15
Please note that the dirty data and the audit is not implemented, these feature will be added after we seperate the flink format from flink1.13 to flink1.15
Also the manager didn't support flink1.15 client now, will be added by @fuweng11 later
