roaringbitmap bump from 1.3.0 to 1.6.0 in #14991
was reverted in #15358 due to concerns of downstream impact from use of the jitpack repository. The revert is temporary for the 1.11 release.

This is a tracking issue. Let's figure out best next step to move forward.
