I commented in #14967 that we'll likely want to "undo" some level of this PR to automatically apply changes as @jamesfredley 's example project does for reloading. But for now, we shouldn't be applying the springloaded changes at all so I've removed them in this PR. |

These changes had no impact on Spring Boot Dev tools reloading.
Same for hotswap agent where hotswap agent can do a very limited subset of reloading: #14967
