Add a new ASF CI configuration file to route GitHub repository events to the appropriate Grails mailing lists.

I am onboard with guiding user questions to locations other than issues. That will attempt to address my concern about users submitting questions as issues. We already do that to some extent and may update it further. |

We will merge this after M4 is released and the 7.0.x branch is back to snapshot. |
