[Bug] Binary package failed to execute #732

- I had searched in the issues and found no similar issues.
Environment
-OS mac
-EventMesh version: 1.3.0-release
What happened
When run with start.sh, find can't pub/sub message with runtime.
This is due to the runtime cannot find the protocol-api module, since we put protocol-api in plugin module.
How to reproduce
- Start EventMesh runtime
- Use java client pub/sub message.
