Background

In #1 and apache/dolphinscheduler#12779, we separate Python API code into this new repository, but some of the exists issues in https://github.com/apache/dolphinscheduler/issues?q=is%3Aopen+is%3Aissue+label%3APython can not migrate them. We discuss to keep them in the repository https://github.com/apache/dolphinscheduler. But all new issue to Python API should in this new repository.
