[Improvement][UI] Work out the issue that project preferences doesn't replace all places that they need to affect. #15723

- I had searched in the issues and found no similar feature requirement.
Description
First of all, I set the project preferences and assign a default value to the options of worker group. Then I tried to start the workflow manually and find that the form didn't use those default values. So need to work out this issue, I suppose.
