This ticket tracks creating the next sqlparser release (mostly so others can follow along)

Steps:

• Tested with DataFusion: Test upgrade to sqlparser-rs 0.54 datafusion#14198
• Make a PR to update version / CHANGELOG.md: Update verson to 0.54.0 and update changelog #1668
• Create a Release Candidate (RC) and start vote: https://lists.apache.org/thread/gkwt2xb8773qt21wdn2k40b0bod92j24
• (When vote is approved): Release to crates.io
• Make ticket for next release: Release sqlparser-rs version 0.55.0 #1671
