FeatureVersionNegotiator introduced a bug where user-set enablePKFK is overridden by server negotiation logic. This means that if user specifies enablePKFK = false, but server version is high enough, it will override and set enablePKFK = true.
ShouldReturnEmptyPkFkResult_WorksAsExpected fully passes after this change
