What happened?

In CI for R packages and in the weeklies we see

Installation failed.

...for a number of go-based packages.

The error from the log is:

go: go.mod requires go >= 1.24.0 (running go 1.21.8; GOTOOLCHAIN=local)

I think we have setup-go action somewhere and perhaps we need to bump that version (hopefully) or figure out why the version isn't lining up (less hopefully).
