Describe the enhancement requested

We have started migrating some jobs from ursacomputing/crossbow to the apache/arrow repository.

The linux-packaging jobs are specially good to start being transferred as they are part of the release and could be integrated with some of the automated release tasks we do. See comment from:

We could also try to use automated signing once those jobs are transferred.
