Package libarrow-dev is not available, but is referred to by another package.

This happened because existing files in https://repository.apache.org/content/repositories/staging/org/apache/arrow/ such as https://repository.apache.org/content/repositories/staging/org/apache/arrow/ubuntu/apache-arrow-apt-source-latest-noble.deb weren't updated by Maven repository's "Close" operation. (Note that new files were appeared in https://repository.apache.org/content/repositories/staging/org/apache/arrow/ .)
